System Software Programmer - .NET
Job Description:
DPP is seeking a System Software Programmer with experience supporting Water Quality/Safety Information Systems, preferably in a government setting.
 
Location: Fully remote. Candidates must live in a Central or Eastern time zone state.
Duration: 12 months, with the possibility of extension.
Position: W2 position.
 
Position summary:
  • The System Software Programmer performs independent analysis, design, development, implementation, modification, and maintenance of agency software systems.
  • The role includes supporting federal data transmittals, leading migration activities, and mentoring junior developers.
  • Emphasis is placed on supporting applications used by the Bureau of Water, including systems associated with SDWIS, WQX, SWIFT, and DWSFTIES.
  • This position regularly participates in crossfunctional discussions to support internal and external customers and ensure continuity across all technical teams. 
Responsibilities:
Software Development & Support
  • Design, implement, maintain, and support software applications used by the Bureau of Water.
  • Perform manual and automated testing to ensure reliability.
  • Troubleshoot and resolve issues submitted via service desk tickets by working directly with users.
Collaboration & Communication
  • Work with technical teams, customers, business analysts, and stakeholders to refine functional and nonfunctional requirements.
  • Mentor other developers and participate in code reviews.
Migration & Modernization
  • Support ongoing and future application migrations by identifying system dataflows and dependencies.
  • Modify applications and support deployment activities during migration and modernization efforts.
Documentation & Continuity
  • Prepare and maintain system documentation, including disaster recovery and data recovery materials.
  • Provide project communication and administrative documentation as required.
Security & Data Integrity
  • Follow Office of Technology development and security standards to safeguard sensitive information and ensure secure software operation. 
Required knowledge, skills, and abilities:
  • Bachelor’s degree in computer science, computer engineering, or related field
  • (Relevant experience may substitute yearforyear for the degree)
  • 8 years of experience with government IT projects as a software developer, software engineer, or related role
  • 8 years of experience building and optimizing SQL statements and stored procedures
  • 3 years supporting Water Quality/Safety Information Systems, preferably in a government environment
  • Working knowledge of:
    • ASP.NET
    • .NET
    • C
    • HTML
    • CSS
Additional required abilities:
  • Strong software troubleshooting, debugging, and analytical skills
  • Familiarity with the Software Development Life Cycle (SDLC)
  • Ability to analyze and organize complex technical information logically
  • Experience developing and executing software test cases
  • Experience maintaining and upgrading existing systems
  • Effective collaboration with users, vendors, and IT staff
  • Strong English communication skills across project and technical teams
  • Ability to plan, direct, and review the work of technical team members
  • Knowledge of software security best practices 
Preferred knowledge, skills, and abilities:
  • Experience implementing, configuring, and supporting:
    • SDWIS
    • Water Quality Exchange (WQX)
    • SWIFT
    • DWSFTIES
  • Experience with:
    • Apache Tomcat
    • Java
    • EPA collaboration or coordination
    • Service/help desk ticket platforms
    • Microsoft Office products
  • Leadership experience on technical teams
  • Experience coordinating with business units outside of IT
  • Subjectmatter expertise in complex systems and applications
  • Experience estimating effort for software analysis and development
  • Creative problemsolving skills and flexibility to learn new technologies
