The Subcontract Professional for the Canadian Government Program (CGP) plays a role in supporting the procurement team located in Calgary and Mirabel. This position is responsible for managing subcontracting activities related to the CH146 Griffon Helicopter for the Department of National Defense (DND). The Subcontract Professional collaborates closely with CGP team members and contributes to projects under the In-Service Support (ISS) Program and the Griffon Limited Life Extension (GLLE) Program as well with the Bell Commercial Procurement Team.
This role involves providing support to CGP buyers and suppliers, addressing contractual issues, and ensuring compliance with requirements. Key responsibilities include negotiation, drafting and managing terms and conditions, Proprietary Information Exchange Agreements (PIEA), Licensing Agreements, Product Support Agreements (PSA), and other related activities.

Key Responsibilities:
· Sourcing Strategies: Develop and implement sourcing strategies aligned with the CH146 ISS and GLLE contracts.
· Vendor Management: Issue letter for request for information (RFI), Issue Letters of Intent (LOIs) and/or Requests for Quotations (RFQs) to vendors, manage the vendor selection process, and present results based on established criteria.
· Subcontract Negotiation: Collaborate with Bell’s Legal Department to establish and negotiate subcontracts agreement and any related agreement amendment, ensuring alignment with Prime CH146 ISS and GLLE contract terms flow down and BTCL standard terms and conditions. Issue amendments as required.
· Government Furnished Equipment (GFE): Negotiate GFE agreements with suppliers, ensuring compliance with CH146 GFE agreement terms.
· Contractual Guidance: Provide guidance to the CGP team in understanding contract terms and conditions and resolve contractual issues with suppliers.
· Mentorship: Work closely with and mentor CGP buyers in Calgary and Mirabel to enhance their knowledge.
· Procedure Development: Create or update CGP-specific procedures to address deviations from standard procurement processes.
Requirements
· Hold a bachelor’s degree in business administration, Finance, or a related field.
· More than 5 years of relevant experience in business-related roles within a manufacturing or service environment. Aerospace Industry experience is considered an asset.
· Functional knowledge of MS Office Suite, including Word, PowerPoint, and Outlook, with advanced proficiency in Excel.
· Functional knowledge in French is required.
· Functional knowledge in English is required for this position, as it involves communication in English with Bell teams outside of Quebec and/or its suppliers, partners, and clients outside of Quebec.

Security Clearance :
· Incumbent must be a Canadian citizen or permanent resident and will maintain NATO Secret security clearance as issued by the Controlled Goods Directorate of Canada’s Public Services and Procurement Canada and BTCL security officers.
