Position Summary:
This position serves the Company in the capacity of Chief Inspector as required by 14 CFR 119.65(a)(5). Responsible manager and maintains direct responsibility for company base functions and manages the inspection program. Provides quality oversight of multiple programs to ensure regulatory compliance.
RESPONSBILITIES/DUTIES:
- Manages quality control, receiving and designated inspection personnel.
- Responsible for the administration of the Quality Control Department.
- Ensures Company aircraft are properly certified and maintained in accordance with Company policies and procedures, Operations Specifications and applicable Federal Regulations.
- Evaluates and revises the inspection and maintenance procedures as applicable.
- Acts as the Company’s designated representative for Emergency Airworthiness Directive notification as per Operations Specification paragraph A447. Maintains responsibility of the Airworthiness Directive control process.
- Responsible to apply for Alternate Methods of Compliance (AMOC) and coordinate their use between HSUSA and the FAA.
- Revises and approves changes to the Aircraft Maintenance Program. Ensures applicable changes to the OM-A and other applicable manuals are made when revisions occur.
- Responsible for the quality of the airworthiness release and logbook entry process.
- Approves Airworthiness Release authorizations in accordance with the OM-A.
- Responsible to make decisions regarding airworthiness as it pertains to aircraft, engines, accessories, appliances and emergency equipment.
- Approves Required Inspection Item authorizations in accordance with the OM-A.
- Approves Receiving Inspection authorizations in accordance with the OM-A.
- Approves HSUSA Designated Training Instructors in accordance with the Company Policy.
- Approves waivers of training recommendations by the Manager of Maintenance Training in accordance with Company Policy.
- Approves the use of contract agencies that will perform maintenance on HSUSA aircraft.
- Ensures that contractors that perform maintenance on HSUSA aircraft or appliances are in compliance with the applicable federal regulations and Company policies/procedures.
- Administers and provides oversight of the tool calibration program.
- Responsible to administer the equivalency determination process for test equipment and precision tooling and to coordinate with the FAA for their concurrence of use.
- Administers and provides oversight of the shelf life program.
- Provides oversight of aircraft acquisitions and returns. Maintains authority over the aircraft conformity process.
- Responsible to ensure that aircraft acquisitions have a complete and thorough maintenance program review for bridging work scope creation.
- Coordinates and executes revisions to the manuals in the maintenance department manual system.
- Acts as one of the primary liaisons to the FAA for the maintenance department.
- Administers and monitors the effectiveness of the Continuing Analysis and Surveillance System (CASS) program.
- Administers and is responsible for the Quality Assurance Department and the audit program for external and internal audits. Ensures that audits are conducted on contracted maintenance, repair and overhaul vendors, fuel vendors and deice vendors as required.
- Responsible for maintaining and posting the Approved Maintenance Provider List (AMPL).
- Responsible for tracking, recording and responding to FAA correspondence as applicable to the Maintenance and Quality Assurance Departments.
- Requests amendments to parts A, D and E of the Operations Specifications for the Company.
- Responsible for the administration of the Company’s Aircraft Records Department.
- Participating and voting member of the CASS Review Board.
- Participating and voting member of the Safety Review Board.
- Maintains authority over the Short-Term Escalation program.
- Reviews and approves changes to the applicable programs in the GMM.
- Maintains authority over, reviews and approves Engineering Orders for the compliance of major repairs, major alterations and inspections.
- Ensures root cause/contributing factors investigations are conducted in a timely and professional manner to provide effective, comprehensive corrective action plans that are inherent to voluntary disclosures, FAA Letters of Investigation and FAA Letters of Finding.
- Monitors and approves time cards for respective departments.
- Provides annual evaluations for employees.
- Drafts and disseminates Maintenance Bulletins as they may pertain to procedural or policy changes within the Maintenance Department.
- Maintains responsibility over the Company’s stamp program.
- Maintains authority over the aircraft and engine storage program, as applicable.
- Reviews and approves changes to the Digital Airware system as applicable to the Maintenance Department.
- Maintains authority and executes approval of temporary authorizations as outlined in the Company Manuals.
- Maintains authority over the emergency maintenance program and is responsible for the notification of its use to the FAA’s Drug Abatement Office, if applicable.
- Responsible for the timely submission of the requirement monthly reports to the FAA as per the regulatory guidance.
- Maintains responsibility to notify the FAA of missing, illegible or mutilated certificates of airworthiness or registrations and request their replacements.
- Maintains authority over the MIS/SDR reporting programs and ensure reports are filed timely as per regulatory requirements.
- Maintains responsibility for the Company’s Aircraft Weight and Balance Program.
- Maintains responsibility and authority over the Company’s maintenance program optimization process.
- Reviews, accepts and signs for the use of alternate technical data used in the support of maintaining Company aircraft.
- Reviews and approves Fleet Campaign Directives (FCD).
