SQL Database Administrator and Senior .NET Developer
Job Description:
DPP is seeking a System Software Programmer to serve as a SQL Database Administrator and Senior Developer for an opportunity in Columbia, SC.

Location: Hybrid (3 days onsite/week) in Columbia, SC
Duration: 12 months, with possibility of extension; W2 position
Other: Candidate must be a SC resident or willing to relocate to SC prior to starting the role.
 
Position summary:
  • This role supports enterprisescale web applications within a Child Support Applications environment. The position functions as both a SQL Database Administrator and Senior Developer, responsible for developing applications, managing database integrations, and performing a range of datarelated tasks including reports, exports, warehousing work, and interface support.
  • The role requires independent work, collaboration with teams and partners, and engagement in detailed data, interface, and system oversight activities. 
Responsibilities:
Data Development & Database Administration:
  • Serve as the primary DBA for Child Support–related applications.
  • Identify, extract, and transform required data based on business requirements following data governance standards.
  • Perform detailed data analysis and data profiling to support data cleanse/create processes and improve data quality.
  • Recognize data patterns, quantify potential issues, and identify solutions.
  • Standardize, harmonize, clean, prepare, and use data for dataset development, reporting, and analysis.
  • Monitor database growth trends and recommend normalization and maintenance improvements for longterm performance and scalability.
Application & Integration Development:
  • Develop applications and database integrations using Microsoft SQL Server.
  • Build reports, vendor exports, data warehousing tasks, and other datarelated deliverables.
  • Provide technical specifications and support for building interface objects.
  • Lead efforts to design, test, and validate system interfaces.
  • Interpret complex data and communicate it effectively using advanced reporting techniques.
  • Design, develop, and manage data analysis reports using Microsoft PowerBI.
Interface File Management & Support:
  • Work with state IT staff and federal partners to design, test, and implement interface files and data exchange procedures.
  • Inspect and correct interface partner files in production as needed.
  • Serve as the primary contact for interface production file issues during the nightly batch process.
  • Monitor nightly batch processes for errors.
  • Act as a liaison between the Child Support team and interface partners.
Quality Review & Oversight:
  • Perform code, technical, and logical reviews.
  • Participate in monitoring, oversight, and reporting of contractor performance related to development and daily operations, including batch and online system performance.
  • Develop and maintain authoritative data ownership and stewardship metadata.
  • Communicate and support implementation of policies, standards, and procedures related to information architecture, governance, and data management.
  • Develop and maintain information architecture awareness and training programs.
  • Monitor regulatory and compliance guidelines (e.g., retention, audit requirements) to determine impacts on information architecture.
Collaboration, Planning & Communication:
  • Work independently and with groups to accomplish project objectives.
  • Understand performance, quality, and schedule considerations.
  • Communicate effectively with technical and non-technical staff, stakeholders, and partner organizations.
  • Plan, organize, instruct, and review the work of development teams when needed. 
Required knowledge, skills, and abilities:
  • 5+ years as a SQL Database Administrator
  • 5+ years of large system architecture experience
  • Largescale production system implementation experience
  • Experience overseeing work of software development vendors
  • MS SQL Server
  • Team Foundation Server (TFS)
  • Microsoft Visual Studio 2022
  • C, ASP.NET, and/or .NET
  • PowerShell
  • Bachelor’s degree or equivalent experience 
Preferred knowledge, skills, and abilities:
  • Experience with Child Support Enforcement system design and development
  • Experience with PowerBI 
Additional skills:
  • Ability to plan, organize, instruct, and review development team work
  • Knowledge of system architecture, project management, and supervision principles
  • Strong oral and written communication skills
  • Ability to communicate with IT staff and external partners at state and federal levels
