Job Description:

The incumbent serves as a Program Manager for major technical training project, responsible for planning and directing all major phases of the Instructional Systems Design process, including needs analysis, course/program design and development, selection of instructional media and methods, and formative/summative evaluations.

Duties

Typical duties and responsibilities may include the following:

Incumbent is recognized expert within the FAA and is called upon to provide leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

Serves as training expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies, or as a senior project manager or team leader for large, challenging work activities. Inspires, motivates, and guides others toward goal accomplishments.

Develops and sustains cooperative working relationships. Encourages and facilitates cooperation within the organization and with customer groups. Fosters commitment, team spirit, pride and trust.

Serves as Program Manager for new manager development curriculum and advising a cross-organizational council on AVS training needs in the FAA Electronic Learning Management System (eLMS); researching and administering the licensing of virtual training software and other programs that could enhance the delivery of AVS training; researching and acquiring or developing a standardized system to call for training, schedule, and best deliver training within each fiscal year; perform data analyses to determine effectiveness, utilization, and optimization of AVS training; and conduct business analyses to determine the cost effectiveness of proposed training, and the return on investment for current trainings offered.

Serves as a trainer for AVS courses when needed and work collaboratively with every other AVS training program manager to continuously improve the entire AVS training portfolio.

Establish new policies, procedures and approaches that take into consideration FAA policies, and government-wide rules and regulations; advises senior leadership on critical, complex organizational planning and resource utilization issues; leads teams which conduct complex and controversial studies, which result in authoritative recommendations to improve training; and represent the organization in dealing with officials of other FAA organizations, DOT, and other government agencies.

Performs other related duties as assigned.

Work is reviewed typically through status reports and at project completion to ensure policy compliance and alignment with the requirements of projects and/or work activities.

Qualifications

BASIC REQUIREMENTS: Degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

SPECIALIZED EXPERIENCE: To qualify for this position at the FV-J, FG/GS-14 levelyou must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is defined as:

  • Planning and directing all major phases of the instructional systems design process to include needs analysis, design and development, implementation and evaluations.
  • Leading course development teams to ensure training development projects are aligned with organizational goals, utilize the correct instructional approach and relevant training technologies to promote performance improvement and knowledge transfer.
  • Ability to provide expertise in instructional training technologies and their administration.
