Job Description:
DPP is seeking an advanced-level Business Analyst for an opportunity in South Carolina. Candidates must be located in South Carolina prior to submission.
 
Duration: 12 months, with possibility of extension
Location: Fully onsite initially in Columbia, SC. May be eligible to telecommute up to 2 days per week after 3 months, contingent upon meeting defined project milestones.

Position overview:
  • The Business Analyst – Advanced supports enterpriselevel application migration and modernization initiatives for a publicsector organization undergoing a significant technology transformation.
  • This role leads business analysis efforts by partnering with business stakeholders, technical teams, and vendors to define requirements, streamline processes, support system migration, and ensure organizational readiness through testing, training, and user engagement.
  • The environment includes more than 1,200 users and over 100 applications transitioning from a legacy enterprise environment to a modernized infrastructure hosted within a state data center and commercial cloud platforms. 
Key responsibilities:
Program area facilitation and migration readiness
  • Lead program area analysis and implementation activities related to application migration and modernization initiatives.
  • Serve as a primary liaison between program staff, technical teams, vendors, and other stakeholders.
  • Facilitate and document meetings to gather configuration artifacts, establish business and system context, and develop migrationrelated deliverables.
  • Lead efforts to define, organize, and categorize system configurations and business processes in preparation for modernization, modification, migration, testing, and production.
Testing, training, and user readiness
  • Lead the development and execution of test plans and provide continuous feedback to program area and development teams.
  • Assist with minor configuration updates based on stakeholder discussions, testing results, and business feedback.
  • Support training activities before, during, and immediately following implementation, as appropriate.
  • Ensure applications are viable for end users by evaluating usability and effectiveness and recommending improvements to enhance user satisfaction.
  • Collaborate with stakeholders to ensure user requirements are clearly understood and incorporated throughout the development life cycle.
  • Capture and maintain comprehensive documentation throughout all phases of migration and modernization.
Process engineering and migration support
  • Analyze currentstate and futurestate processes to identify opportunities for efficiency improvements and cost savings during application migration.
  • Serve as a subject matter expert for complex technical content, system functionality, and business processes.
  • Review configuration and migrationrelated tickets for technical accuracy and completeness.
  • Support product owners in evaluating system enhancement requests arising from migration gaps or user feedback and ensure appropriate routing through governance and approval channels.
Additional responsibilities
  • Provide flexibility to support smaller application projects or offer consultation as needed.
  • Participate in organizational meetings to support understanding of application migration scope, priorities, and alignment with overall technology goals and strategies. 
Required knowledge, skills, and abilities:
  • A Bachelor’s degree in computer science or a related field, along with experience in computer system development and modification. Relevant experience may substitute for the degree on a yearforyear basis.
  • Five (5) years of experience supporting government IT projects as a Business Analyst or in a related role.
  • Five (5) years of experience eliciting, analyzing, and documenting business rules, processes, and requirements.
  • One (1) year of handson experience with the system development life cycle (SDLC).
  • One year of experience working with SQL databases. 
Preferred knowledge, skills, and abilities:
  • International Institute of Business Analysis (IIBA) certifications such as CBAP (Certified Business Analysis Professional) or CCBA (Certification of Capability in Business Analysis).
  • PMIPBA (Professional in Business Analysis) certification.
  • One year of experience using Jira and Microsoft Office products.

  • This role supports a publicsector organization transitioning applications from a legacy enterprise environment into a newly established operational environment, including both onpremises and cloudbased platforms.
